Currently, the Hospital Authority (HA) manages and operates four general outpatient clinics (GOPCs) and mobile medical services in the North District. These clinics and services are distributed in Sheung Shui, Fanling, Sha Tau Kok, and Ta Kwu Ling. Space, functional layout and facilities of existing GOPCs are inadequate to cope with the growing demand for general outpatient services in the North District, especially in Sheung Shui and Fanling new towns. A Community Health Centre (CHC) is then planned at the Pak Wo Road by reprovisioning the GOPC at Shek Wu Hui Jockey Club Clinic.
The proposed CHC would provide one-stop public primary healthcare services comprising three key elements - medical consultation services, nursing and allied health services, and patient empowerment services. With the modernised facilities in CHC, the primary care services in the North District will be enhanced to address the healthcare demand arising from the growing and ageing population.
The scope of the project comprises (i) demolition of the existing two-storey disused school building; and (ii) construction of a new 10-storey joint-user building in-situ, to accommodate the proposed CHC and social facilities, including a maternal and child health centre, a reprovisioned student health service centre, a reprovisioned elderly health centre cum office of the visiting health teams, a reprovisioned office of the School Immunisation Team, a day care centre for the elderly and an integrated community centre for mental wellness.
The project commenced in August 2020 for completion in 2024.
